When considering replacing leaders what are the most important factors?

For Morale-Initiative-Administration, if there are 3 leaders to choose from having
5-5-6
5-6-5
6-5-5
which get's the edge? or a higher combat factor is more important?

Depends on their assignment. The higher the level the HQ, the more important admin becomes is my rule of thumb, and the less important the combat rating.

That's why guys like Halder and Shaposhnikov are actually not bad in their posts.

For an Infantry Corps that will do the usual, a lot of moving and fighting

to replace this guy
Kienitz            Pol-4 Mor-4 Ini-5 Adm-5 Mech-3 Inf-5

with one of these guys
Hell                 Pol-8  Mor-7 Ini-6 Adm-5  Mech-3 Inf-7
Angelis            Pol-8 Mor-7  Ini-6 Adm-6  Mech-3 Inf-6

Is this a trivial difference?, or I guess a greater Admin and/or Morale is just a little bit better than a higher INF rating.

Hell will get more CV increases, Angelis will get more MPs, so I would say Hell if defending, Angelis if attacking.
