I'm currently playing my first 41 GC as German against AI and noticed that when i capture a city the population often evacuates to various towns in the east.

But even citys in solid surrounded pockets evacuate east (!?), Is this evacs something that in the long turn helps the soviet manpower pool?

The Manpower Evacs absolutely help the Soviets. They need that to produce more Manpower.

It would help to clarify a few points:

1. Pocketed cities have Manpower evac like normal; correct? (I am pretty sure this is the case)
2. Will DAMAGED Manpower evacuate? This is important if a city seesaws back and forth. Will that help the Soviets, as more citizens flee?

A certain amount of Manpower is also destroyed and permanently lost.

I agree, these points definetly needs some clarifications

And another thing:

How about pop evacs from areas like Estonia, Lativa, Lithuania and Bessarabia (former rumainian territory), does these also help soviet manpower pool?

Historically there was some forced evacuations in these territories but few of those people, except hard core commies, wanted to fight for their former soviet opressors. In fact it should rather be some minor pop evacs to the axis manpool if the soviets retake cities in Estonia and Lativa ...and even some ukrainian and lithuanian anti communist nationalist partisans when/if the soviets retake Ukraine and Lithuania, the Soviet Field marschall Vatutin was killed by Ukrainian nationalist partisans in 1944, and the fighting in Lithuania contiued into the fifties.

Vatutin was an Army General, not a Marshal of the Soviet Union. (There is no such thing as a Soviet "field" Marshal.)

But he probably would have made Marshal had it not been for those Ukrainian partisans.

Ok, thanks for the correction. I'd always assumed that he was something like a Marshal because he was one of the soviet "bigshots" in the war [:)]

Well he was a pretty big shot, Front commander and 1. Ukrainian Front at that which was itself one of the premier commands. In a different world, he might've been the one racing Zhukov to Berlin rather than Konev.

So his formal rank was a bit behind his prestige. Not by much, Army General is just below marshal. He would've gotten a promotion in due course no doubt.
