Checked around a little in the TOE:s of the Pz-divs in start of the GC41. And all Pz div start with 9 Pz gren squads

But according to both Niehorster and panzergrenadier.org the 1st Pz div started Barbarossa with two of its four infantry battallions fully armoured, the 10 pz div had one fully armoured battallion and the 14th, 16th and 19th Pzdiv had none of its infantry on Halftracks.

My guess is that the CV of att least 1st and 10th Pz-div will differ if they had 54 and 27 Panzergren squads respectivly instead of only nine.

That was a deliberate decision on my part to phase in the panzergrenadiers rather than having two companies available at the start of the game. Because Panzergrenadier Squads are "on demand" production even though they include an AFV (their halftrack) I thought their introduction should be gradual to reflect the difficulty of getting replacements. If you disagree with this approach you can double their number in the 1941 panzer division TOE and reduce the number of motorized infantry squads correspondingly.

I know the german halftrack production could'nt catch up with the demands during the war, and most Pz divs had at most 1 armoured battallion at the end of the war.

My (historical) point was that 3 of the pz divs shouldn't have any armored inf at all on 22nd june 41, while the 1st Pzdiv in fact was equipped with 2 full battalions of armoured inf, the 10th pz with 1 full battalion and the rest with only 1 company. But if it's to big trouble to have different TOE:s for different Pz-divs i understand the approach.

You put your finger right on the problem with using "generic" TOEs - they are almost never completely correct. When I was building the TOEs I thought a lot of these problems could be resolved in the scenario design by varying the divisions at the start of a scenario from the generic TOE as needed. When the 125% rule was introduced during development this rule precluded a lot of the scenario designer's ability to customize divisions, at least in terms of containing excess elements or elements not defined in the generic TOE. Of course the beauty of having an editor is that with a combination of research and effort you can expand on our work to produce as nuanced an order of battle as you desire within the limitations of the game system.
