Actually, if you mod the game you can have training groups and they do work...for players. If you look in the groups database you will see a 'Trainer' checkbox...this is what triggers a group to be a training only group. I don't think the AI really gains any advantage from them though. I have tried it, it does work... You add in a group (I used groups of 48 planes for my test). And in game you can do 2 things: 1. Pull in an 'instructor' or two which are high skilled pilots (generally 80 XP plus) which do seem to speed the training. 2. Each group of 48 planes could support 144 'students' though I suspect 144 is a hardcoded cap regardless of the number of planes. End result is it does work, and once the 'students' hit the appropriate XP level, they will be dispersed to the various squadrons that need pilot replacements. But it is extra micromanagement that is unnecessary, and the Dev's obviously cut it out for good reasons, whether we know them or not.
