Should the pilots and planes of a disbanded air unit be rebuilt with resources out-of-theatre?

I would have thought they would be in Japan or Pearl Harbour (USA) getting new planes and training new pilots. Ninety days is a long time penalty for no real gain. While disbanding could give a player a chance to rebuild badly depleted air units with the penalty of them being off map. A restriction to how many units could be in the disbanded state at any one time (like say three.) Or maybe only one of each type of plane. To be disbanded it should have less than 3-4 planes and be based in Truk, Brisbane, or Noumea.

A shattered air group might just be better off being transferred to brisbane or noumea or truk and left to sit on 0% training and fill up on pilots and planes that way?
