I believe Joel has the right answer - cities, especially factory cities, will stockpile a large amount of supplies. You can see the amount, I believe even for enemy cities, by clicking on the city name in the upper right hand corner. I am running a 41 campaign right now and Leningrad has ~10,000 tons of supplies stockpiled in just one city hex. On a general supply consumption level (not ammo) this is 10 weeks of supply for 200,000 men (consuming ~5 kg/day per man by WitE consumption levels). Ammo consumption can be about ~10-25% of ammo requirements per deliberate attack. A typical Soviet 41 rifle division at full strength has an ammo need of about ~400 tons. Thus, assume each deliberate attack would consume maybe 100 tons of ammo (far less if the artillery is toast and all we are talking about our rifles, MG, small AT guns and mortars). Assuming no additional supplies come in, you could possibly see a stack of rifle divisions in Leningrad proper have enough supplies to hold out for around 4-6 months even being attacked once every turn.
