OK, I give up, in LCU's when you see a number inside () what does that mean? Does it mean number of x items it is short?

If you see an entry e.g. IJA Infantry Squad (100) x 224 it means that 100 squads are disabled and will recover over time without drawing items from the pool. 224 squads are ready. You are only short on devices if the combined number (in case 100 + 224 = 324) is less than called for in the units TOE.

In addition, the more current beta patches (can't remember which one exactly) have added a few more symbols as indicators to aid the player.

Devices with a (+) after them indicate that the unit is understrength in that device and that there are devices available in the pool to be able to reinforce the unit.

Devices with a (=) after them indicate that the device has been superseded by a new device type (upgrade) and that there is a stockpile of the new device in the pool to be able to upgrade that unit's device.
