Can not reinforce Engineers or Pioneers if one unit is adjacent.

This is consistently repeatable.

If a infantry unit was in it's place, I could reinforce.

Note: There is only one enemy adjacent unit.

This appears to be a bug.

What happens here is this. Replacements you get are rounded down. You need 1 strength in this case, and 1 enemy unit reduces this by 1/3, so 1*2/3 is 0.6666666666 which gets rounded to 0.

Ok, thank you very much as I have the same thing with a mountain unit.

It is frustrating but a very good implementation as enemy forces can not reinforce fully on the front lines.

So does this mean if I needed 2 or 3 strength points I can reinforce to 10?

Or it is always limited to 9 maximum?

It is good to point this out to all.

If you need 2 points, 2*2/3=1.3333333 which gets rounded to 1. So you get replacements, but not to 10.

If you need 2, you get 3*2/3 which is exactly 2. So you get 2 points, but again not to 10.

When you are reinforcing in the presence of the enemy and only receive partial reinforcement, are you still charged the same amount of presitge as you would if the unit were not in the vicinity of the enemy and was fully reinforced?

No, you are charged only for what you actually recieve.
