AFAIK, the pool represents equipment without manpower. That is, if you have an excess of Rifle Squads in your pool but no manpower, then you have a lot of uniforms and helmets and rifles lying around, but no one to wear them. If your Rifle Squad pool is empty, and you have manpower, then you have willing and able bodies, but nothing for them to shoot with. The concern would be if you have both Rifle Squads in the pool and manpower in the pool, but no deployed squads are being created. Finally, I think the number of Rifle Squads reported in the Commander's Screen is a count of all the deployed Squads, as in combinations of both men and equipment that are in the actual combat units.
