I read in the forum that RR brigades can help to entrench units same as the construction bat.

Itīs that true?

Iīve prepared a little experiment: As Russian, I toke the 5 Airborne (near Daugava river), the 1 Airbone (near Zhitomir), and 2 Airborne (near Chernigov). The construction values ar: 5 Air 2-4-7, 1 Air 10-7-9, 2 Air 6-6-6.

I moved them to clear terreain, near the HQ, the first turn I expended all the movements. I tried to place them appart from cities.

Without help, the entrenchement values are:

5 Air: T3: 0-0-0 T4: 1-1-1 T5: 1-1-1 T6: 1-2-2 T7: 1-2-2
1 Air: T3: 1-0-1 T4: 1-1-1 T5: 1-2-1 T6: 2-2-2 T7: 2-2-2
2 Air: T3: 1-0-0 T4: 1-1-1 T5: 2-1-1 T6: 2-2-2 T7: 2-2-2

With 3 contruction batallions in the corps HQ, entrenchement values:

5 Air: T3: 0-0-1 T4: 1-1-1 T5: 1-1-2 T6: 1-2-2 T7: 2-2-2
1 Air: T3: 1-1-1 T4: 1-1-1 T5: 2-2-2 T6: 2-2-2 T7: 2-2-2
2 Air: T3: 1-1-1 T4: 1-1-1 T5: 1-1-1 T6: 2-2-2 T7: 2-2-2

With 3 RR brigades in the corps HQ, entrenchement values:

5 Air: T3: 1-1-1 T4: 1-1-2 T5: 2-2-2 T6: 2-2-2 T7: 2-2-2
1 Air: T3: 1-0-1 T4: 1-1-1 T5: 1-2-2 T6: 2-2-2 T7: 3-2-2
2 Air: T3: 1-1-1 T4: 1-1-1 T5: 2-2-2 T6: 2-2-2 T7: 2-2-2

It seems that the RR brigades work better than construction batallions. And they can repair rail lines!

Construction battalions repair rail lines too but more slowly than RR Brigades.

In end game soviet can make sapper brigades that get 57 construction points per turn and can give nice engineering bonus when busting fortified lines. Rifle corps with Sapper brigade in same hex dig in and fortify very fast.

The big difference (besides the type of unit) is the size of the unit. Brigade vs battalion. Personally I like the RR unit overall, but can see going with either extra sapper units when advancing (RR units may be out repairing rail hexes instead of helping units dig in) or construction units. (Disclaimer: I have never built a construction unit; its either been sappers or RR units).

There's only one reason to ever build construction battalions over RR brigades: replacement concerns. Otherwise, yeah, RR do the same jobs and better. If you're not worried about the amount of manpower needed to make a swarm of RR brigades as opposed to CBs, then go to town.

Honestly, the sapper brigades are a waste of time.

The better thing to do here is simply to make a bunch of sapper regiments and directly attach them to each and every corps. (And I mean every single one.)
