I am wondering do the aircraft, gun, and tank factories spawn in random maps or is it that the AI is building them? Reason I ask is because my previous game they were all over the place. I have noticed much less in my current game and when I start a new random game I never see them on the generated map which leads me to believe the AI builds many of them and thats why they are there?

Well both I suspect. I've seen the AI build factories without having engineers nearby, so it can build them out of the blue. It even has built them one or two hexes behind the frontlines... making them prime targets ofcourse. It might be the same as with Oil and Ore, the AI has an ungodly amount of it, just check your Oil and Ore tab on the production screen. I don't know, the idea of factories is great, but maybe it needs some tweaking/downgrading.

To help the AI compete it is randomly given these factories instead of it having to use PP and engineers to make them.
