Bug with Build Fortifications?

I've been playing the Long Road Ahead and am into the Aug 30 turn as the ANZAC. From the very beginning, bases with level 9 fortifications keep defaulting back to 'Build Fortifications', no matter how many times I keep turning that off. What's going on?

I dont think you can build fortifications above 9
