Hi,
Yep, you can add additional units, including graphics, using the editor. All you need to do is create a unit using the values that you want (firepower, movement etc) and click the "commit" button. If you want the unit to have a particular graphic, you just need to enter the name of the graphics file in the box in the bottom right and copy the graphics image to your PzC data directory that contains your unit images.
