I've been have a problem with scroll zooming. I can only scroll zoom when the cursor is at the very edge of the screen. I cannot scroll when the cursor is in the middle of the screen.

I am running the latest version (1.61). My mouse is a Microsoft Intellipoint Comfort Optical Mouse 3000. I am running Windows 7 64bit.

Funny thing is that it used to work.

If it used to work then unfortunately its down to something changing on yoru system that we can't really help with. Maybe a driver is broken or corrupt. Maybe a windows update broke it. All I can think to suggest is reinstalling any drivers related to your mouse.
