Why can't KVs be refueled when they're part of a transport TF?

Look at Allied TF 48 in the attached.

Type of ship doesn't matter.
The refuel is failing due to the other ships not having enough excess ship fuel to give up. TF endurance is the round trip.

Try changing the home port to the destination. That should make the TF required endurance smaller (one-way trip) and allow refuel.
