In my latest game, there was a very powerful enemy that was on the other side of an ally of mine. The enemy declared war on my ally, and I declared war in keeping with our Mutual Defense Pact. Some of the enemy's earliest targets were the refueling points near its borders (does the AI do this on purpose, or was this coincidence?). Since I was playing 15x15 and my ships still had relatively low range... attacking the enemy was a near impossibility. By the time my ships flew there, they had little or no fuel to engage in combat. The answer was to deploy a couple resupply ships in out-of-the-way but nearby systems. I would refuel my fleets at the resupply ships, and launch successful raids into enemy territory. End of the story: what I lacked in fuel capacity, I made up for in covert ops. With details on their operations, I was able to amass forces to take out their primary fleets in a couple decisive battles. After successful attacks on their shipyards, I landed troops on their planets one-by-one, while keeping blockades on their planets to prevent more ship construction. This was crazy expensive (and damn do planets put up a fight!) due to the large number of ships and troops and extreme war weariness by the time I was done... but I came out of the other side with 3 of the top 10 planets belonging to my empire!
