Yes, if it is built at a planet you have a colony on. Right-click, select retrofit.

If it is somewhere else, then no. Destroy, build new.

But I meant a Star Base (like research), not Star Port. I know how to retrifut a Space Port.

No Only Star Ports on planets you can retrofit.
