Ok i just watched a freighter fleet on their trade route.
9 Freighter on the route to a neighbour Empire, outside of their fuel range.

- Medium Freighter (max. 3000 Cargo) 963 Steel, 752 Lead, 1080 Chromium, 60 Aculon, 60 Argon, 45 Caslon
- Large F. (max. 5000 Cargo) 42 Gold, 24 Steel, 24 Lead
- Medium F. 43 Gold, 24 Steel , 24 Lead
- Medium F. 42 Gold, 24 Lead
- Large F. 42 Gold, 24 Lead
- Small F. 140 Gold, 32 Steel, 80 Lead
- Small F. 42 Gold, 12 Lead
- Small F. 499 Caslon
- Large F. 2792 Polymer, 1811 Helium, 397 Steel.

Just 2 of these 9 Freighters got a full cargo.

That must be the reason why you let the AI build more Civilian ships and increase the Gas mining harvesting.
I think i know how the Privat handle that:
A Spaceport build a ship, check what resources are missing, ask Trade alliance partner first about resources, then other Empires.
When another Empire got this resources it queue the next Freighter to transport these resources to the Spaceport.


I suggest to add 2 Empire freighter options:
- Only fly to targets at x% fuelrange + disable fuel check.
- Start the run when the cargo is filled upto x%, or when y ingame days are passed. This don't matter for supply runs to a construtor.

Thanks for the feedback on this.

Some freighter missions are sometimes smaller than full cargo capacity of the freighter. These are valid missions, so this is by design.

The AI attempts to combine missions and orders to minimize the number of freighter trips, but this is not always possible.

Having said the above, we'll take a look at this in a future update to see if this can be improved further
