So I read sanderz post about allowing or restricting certain types of rare items in trade with other empires.

My noob question is how do you set a certain resource off limits to trade between another empire? Is it just for rare items or can I determine specific items that I do not want to trade?

It's just for the handful of "extremely rare" resources - e.g. Korrabian Spice, Loras Fruit, Zentabia fluid. They provide massive bonuses to any colony that has access to them, so they're highly desirable. If you have one, then in the Diplomacy screen for each race there's a toggle at the bottom for whether or not you want to let them have some.
