so... the AI asks me to build those if ship building is on "suggest", thats okay with me and i build some - now why do these ships never get added to a fleet or at all used by the AI ? i have about 5 resupply sitting at the yards i build them at and they never moved a bit although they are on auto. same with the troop carriers . Bug ?

resupply ships are kind of useless in a fleet, they are more like moble bases that you set up and take down. Set them up if you are at war and the distant between refueling areas and attack zones is large.

Yes. They are good ships to leave on manual. Personally, I add them to a new fleet with just the resupply ship, so I can see where they all are at a glance. If you plop them down in expected war zones and places that your ships frequently fly through, you will do much to ease fuel problems.

My experience is a couple of betas old but when I have let the computer control fleet formation it has always added troop carriers to fleets. It fills them with troops and sends them off with the fleet to smash pirate bases, etc. It would sometimes try invasions but always with insufficient numbers of troops, get them killed, fly off to reload and try to take the same planet with the same insufficient number of forces. [8|] I believe this has been balanced in more recent patches but am yet to see it in action as I only very rarely let the computer control my ships...
