The minesweepers have to close within range of the shore guns to sweep the mines. If the guns are not disabled, destroyed or out of supply they will make swiss cheese of lightly (or non) armored minesweeprs. You need to first reduce the shore guns via naval bombardment or air attack. Typically this is done with naval bombardment by BB's after good recon and by port attacks by air. For a serious bastion, you are unlikely to do this in one combat phase, which is why you can't sail right up to a major fortress and expect a holday outing. If you insist on landing there, you need to hit the base hard, then you can send in bombardment TF with a BB and set the escort to "Do not bombard" so they stay out of range. Unless the base has very heavy guns, they will not do mortal damage to the BB. When the shore fire falls off noticeably (let's say 3 in guns and up no longer firing), then you can bring in your amphibious task force AND MSW group at the same time. Put a heavy ship like a BB or CA as the amphbious TF flagship to soak up hits. Even when you do everything right, some ships will hit mines.
