I might be going out on a limb here and say that picture is actually of a DH.84 Dragon rather than a DH.89 Rapide.

Though most pictures I've seen have wheel spats, there a a few around with a bare undercarriage as shown above. The Rapide has a full undercarriage fairing.

The other distinguishing features of the Rapide, the tapered wings and single outer interplane strut are not discernable in your picture.

Edit: Included a much better picture of a DH.84 Dragon.
