when you have a Merc Base but they didnt produce. What can be the reason?

No HQs assigned, HQ not in range... Mercenary Base reduced to 0 structural points... ummm... canīt think of any other reasons.

Mercenary bases have to be within a certain range of an HQ in order to produce troops? What is the maximun range?

I am not sure exactly what the range is. But every Production site has to be within a certain distance, to be able to get the troops there. If a HQ is too far away, things will que up in the Production Site, and only a fraction, or none at all will get through.

The distance can be editted too, and is dependant on terrain. So to specify a number of hexes is not really possible.

Ah ok, didn't realise that. Gonna have to pay attention to that and figure out where that can be edited.

there was a bug (fixed in 2.10 beta, they say) that stops production at mercenary bases with the discovery of rifle II
