Yes. i may quote from the briefing - it's quite an elaborate system:

The loss of key cities on the board offer no less than 4 dimensions of effects that both players must consider:
1) actual victory point loss (given on the map)
2) loss of industry/replacement level in moving factories situated in that city east (% reduction given on actual factory unit)
3) additional replacement loss for key conscription cities (given on map after city name)
4) German Event Engine Variable increase based upon how early, or late, the city falls (detailed below).


Futher quoting from the briefing would lenghten this post, so i try to sum it up:

The earlier a key city is captured the higher the EEV increase
EEV of 100 means Soviet schock and pestilence
Fall of Moscow before turn 30: Sudden Death victory
Fall of Moscow after between turn 30 and 43: German Victory, percentage chance depending on EEV value
Fall of Moscow after between turn 44 and 55: German Victory, percentage chance depending on EEV value, but lower chances
Fall of Moscow after turn 55 - only shock and pestilence

Eastern Front 41-45 (see thread) has a similar system, with penalities (sudden death chance + replacements) based on capture of factories earlier than the historical schedule.
