These are two different types of combats. Convoys vs Naval. you can not compare the two. Small fleets are hard to detect, especially when they are raiders and they are set as evade. You need to detect the ships in order to do combat. They didn't have Satellites and GPS in WW2. Naval warfare is completely different than land combat. Try reading up on detection in the manual as there are allot of things you can control that effect detection. The British have a higher doctrine level so that makes it even harder for you to detect. Just because you know a fleet is in the area doesn't mean you can find them and engage. After Pearl harbor, the Japanese knew there were two carries in the sea zone, but they couldn't detect them in order to engage.
