I'm seeing that in my pbems - it takes a lot to close an airfield and if my opponents want to keep an airfield open and have enough engineers at the base then I have to go back on a regular basis to keep it out of operation. That is particularly hard when there are multiple bases to close in a small region. Thus, the best time to close an air base via air bombardment is when it is first captured and when the opposing side is still struggling to get everything back running again.
