There is definitely a penalty to movement - more so in the ETO than in the desert. In Asia infantry units can get slowed down to one hex per turn, even in clear terrain. Battles fought in these conditions can be real slogging matches... you can see those unguarded victory hexes, 300 yards away, but it will still take 6 turns to get there.
I haven't noticed any modifications for firing percentages myself. I find this a bit strange. Just like in night conditions the range of visibility is reduced, but the chance to hit within that range seems to remain the same - maybe in visibilities less than 5 hexes all distances should be doubled for the sake of the to-hit calculation???
