In the cases of Austria, Prussia or Russia, any of their own home nation provinces included as part of Poland are then considered to be ceded provinces that are part of Poland. Once established, a controlling major power may, if desired, add additional controlled "P" provinces to Poland during later New Political Combinations Steps.

Dancing Bear -> RE: Poland question (2/1/2012 2:51:22 AM) In this game, I believe once it is created that's it, it can't get bigger. you also can not select provinces to add, and Poland will be as big as it can get when you create it (a warning for Russia).
