For instance, the protesters can be required to obtain a permit. Public safety also comes into play, so that police, fire and EMS personnel can intervene to protect people and property. Of course, none of that adds up to a hill of beans when partisan politics come into play. Which, btw, explains why "occupy-protesters" are allowed to setup camp on local, state and federal property when other groups have to play by the "rules." And I'd note that the encampments are confined almost exclusively to areas that "the party" controls, like Washington, D.C. But, hey, today's "peaceful protester" is tomorrow's green-jobs czar!
