Can someone please explain how rallying works regarding the HQ chain?

I routed 5 Soviet units into a pocket and displaced their army HQ over 6 hexes away. There were no other HQ's within 6 hexes either. Somehow 4 of them rallied on the next turn.

Do rally checks for Front and Stavka HQ's have greater than a 6 hex range?

Units use their own HQ to rally. However it's not that the HQ must be within 6 hexes. What happens is that a random number is generated using the range to the parent HQ and that random number must be less than 6 (it used to be less than 2). So if the HQ is 12 hexes away then the random roll is between 1 and 12 and it must be less than 6. If it is successful then the leader attempts to rally the unit with a morale rating check.
