pgg23 -> Baltic States Garrison? (3/1/2012 4:19:23 PM) Guys, Is it necessary to put garrison in Baltic States' cities? The manual mentioned that there will be hardly any partisan in these areas. But do local partisan still be generated if cities not garrisoned?

Farfarer61 -> RE: Baltic States Garrison? (3/2/2012 2:43:32 AM) Stick a regiment permanently on the rail hex south of the Baltic zone near Daugavpils. I strongly suspect there is a coding phenomenom which causes that hex to be uber targeted, but then I am paranoid.
