It is well known that there is a "threshhold" of TF speed that 1 knot difference of speed results a whole hex. Ex. A cruising speed of 10 knot is the requirement for 3 hex/per 12h, and 14 is for 4 hex/per 12h.
The question is: does it matter to mix ships whose cruising speed is in the same "band" but still notably different? such as 11 and 13? Is the difference of speed cumulative? Or just a plain 3 hex per 12h anyway?

If I understand your question correctly, ships of differing speeds will all travel at the pace of the slowest ship in the TF. Thus if the slowest ship is 11 knots, then the whole bunch travel at 11 knots (or the equivalent of in hexes).

A TF moves at the speed of the slowest ship in the TF.
