Hi, was wondering if anyone could help me with these?

1. RR Construction Brigades. I'm playing Russian vs AI and advancing in the '41 blizzard. I have a bunch of RR construction brigades slowly repairing track, but if I select one they always have 0 movement points - so I can't move them to track I'd prefer to repair. Is there a way to do this? The manual talks about being able to move these units and set them to repair specific bits of track.

2. Partisans. I've got about 8 longer-range bomber units set to night missions to help supply my partisan units, however almost all of the partisans are Cadre-only and the others have low TOE (around 35%) and no movement points, hence apparently no ability to move and hit rail lines. Should I expect to have effective partisans by now?

RR Con Bdes are AI controlled so have limited ability to control them (I attached them to fronts I want to push forward with, it doesn't alway work the way I want but close enough

Partisans are again AI controlled, once you drop enough supplies they will start to damage railroads nearby, however if your playing vs the German AI it wont matter, it is always in supply regardless of the state of the railroad, it's one of the little bits of 'help' the AI gets.
