Is there anything about Romanian replacements that I'm missing? They are a trickle - little more than 1500 per turn. I think this is because armaments production is quite low (manpower is fine). Once a unit enters heavy combat and takes losses, it is amost impossible to get it back up to full strength. I find myself cannibalising units just to get my some of my front line divisions up to an acceptable TOE. In reality, was the Romanian manpower situation this dire? Or is it a bug?

Romanian unit in 1941 use a rifle squad with 17 men, once units upgrade to the 1942 type (using only 10 men) you'll get a lot of manpower back into pool. Does not change the low armament situation though.

The Romanian army is hopeless in '41. Only with the TOE upgrades and as Deniss said the rifle squad upgrades, does it become is become decent. Also leaving portions of it holed up in the cities beyond the blizzard of '41 will give you some 'high' morale units (as in 60 something). Only then does it become capable of holding the line.
