Samurai -> What happens with anchored ships? (11/22/2002 2:55:03 PM)

I need someone to answer me this question!!! On p. 63 (manual) says that each ship at anchor in harbour is sunk after the base is captured by other side.
In my testing scenario #17, playing head to head, I've captured Lugainville with the Jap's. But none of the ships that were at anchor was sunk (and there was BB North Carolina and CA Astoria, severey damaged) but instead they appeard in the Ship availability screen, and "In Pearl Harbour". And I haven't heard of a single sunken ship traveling such a distance between Lugainville and P.H. So, is this a bug, or something completelly normal or somethin else!?
