What does the base stockpiling Yes/no option do?

Stockpiling prevents base to send stockpiled items away. It does what it says, stockpiles selected things in base.

In bases where you want to increase industry as IJ, or maintain a number of air groups or troops, the stockpile option can be useful. As IJ it's also useful to keep fuel at bases with industry, etc. It does work, although you have to fiddle with it a bit at times.
