I just got the Steppe Front HQ as a reinforcement. I am playing the most current beta version of WiTE: 1.06.06 -- PBEM. It's something like Turn 101 of the GC41-45 game.
The Steppe Front HQ came without a commander attached. In addition, even though I have a ton of APs, I wasn't able to figure out how to attach a commander to the Front. There is also some sort of basic information error for the Steppe Headquarters as it lists the Commander Rank for the Steppe Front as an "Oberfeldwebel". See attached screen shots.
I can make the *.psv turn file available upon request. Just PM me a email address to which I should forward the psv file.

EDIT: I was able to get a commander attached to the Steppe Front HQ. Even though there is no commander initially attached to the Front HQ you still click the dismissal button -- pay the requisit 15 APs + the "P" cost -- and presto I get a commander.
