Since you had responded in the other thread, I presume you've also disabled all antivirus and similar types of software while running and installing all of the above components, and tried running and installing everything from an Admin user. Problems with configuration manager likely indicate a corrupted .NET installation. Repairing and reinstalling may not be sufficient to fix corrupted .NET problems. Microsoft recommends uninstalling all versions of .NET entirely, then reinstalling, but some of the blogs I've read seem to indicate that even this may not fix every problem with a corrupted .NET install, and that a full OS reinstall may be necessary. That seems rather grim. I've been spending the last few days focused on learning more about fixing corrupted .NET problems. I will continue to read about this, and hopefully I'll find more cheerful recommendations.
