This started out as a slightly different issue here and the issue described there might be "working as intended", but that thread revealed a more serious bug: Policies placed in ..\customization\yourmod\policy are not used by the game

Some other minor issues I've come across

- DesignComponentAreaWeaponsSpaceports cannot be modified by the ingame policy editor
- The above should by default be no on all races. Having area weapons on a spaceport is just silly.
- Pirates are struggling badly now. Not sure if it is a good idea to arm the Guardian mining stations...

If they don't already, Pirates should probably be getting revenue from independent worlds. Having a pirate ship orbit an independent world should net the pirate faction some credits.

After quite a bit of testing, I'm unable to reproduce this issue. In my experience custom empire policy files are used properly.

Do you have a specific Theme/Mod where you saw this problem? If so, are you please able to upload this zipped up Theme folder?

With some further analysis I think I've tracked down why this might sometimes happen. I've added a fix in the next update that lowers the required file permissions for reading custom Empire Policy files - this should ensure that these customized files are always used when their Theme is enabled. It should also no longer matter whether customized file properties are read-only or read-write.
