Special locations color?

Anyone know what it means when a special location is colored brown in the list? I know unexplored, explored, and empty, but I've never seen brown before. I've cleared it out and even went back when I finally noticed it was brown and confirmed there was still nothing there but it has to mean something...?

Cleared out and whatever was there taken by an empire whose colour is brown I think.
