According to the above rule a new militia unit should have been created for each enemy unit that enters the Indochina territory. However, there are some 18 enemy units currently sieging Lang Son, yet only 1 militia unit has been created at Hanoi. If you examine this unit, it is clear that it has been there long enough to almost reach full strength. There should be 3 more units as noted above yet none have arrived. Please will you investigate this at your earliest convenience.... A current game turn file is attached.
