I should have noticed this condition a long time ago.

According to the above rule a new militia unit should have been created for each enemy unit that enters the Indochina territory.
However, there are some 18 enemy units currently sieging Lang Son, yet only 1 militia unit has been created at Hanoi.

If you examine this unit, it is clear that it has been there long enough to almost reach full strength. There should be 3 more units as noted above yet none have arrived.

Please will you investigate this at your earliest convenience....

The slots reserved for VM units (3000-3003) are already in use except 3000 - seem to be Air Hqs.
The one built is taking replacements.

Can't see anything wrong here.

This is a Reluctant Admiral scenario.. I will look into this further... thanks for the pointer.
