After france has surrendered my PP goes down to: -32. And the turn before I had about 300 PP.

I'm not pretty sure what is the reason.
You might choose some options in events, please take a look at production, upkeep and events reports.

i was battling in Belgium with a number of French units. Belgium surrended and my French units vanished. what the???

They were moved back to the deployment pool.
