In an email game the Soviet broke through to take the two SE cities in Romania and force a Surrender as there were no garrisons. As a result Arad becomes Soviet controlled, although there are no Soviet units anywhere near. The next turn Hungary surrenders. While this is per the rules, it seems a tad extreme that Hungary would surrender basically as a result of Romania surrendering. I would think that a Soviet unit should have to physically occupy Arad.
Also in this same game Finland surrendered befor Viborg was actually occupied, the Finns were pushed out, but the city not occuppied.
