Greetings fellow Distant Worldians! I am returning from a long hiatus from the game and as I am sure there has been more than a few changes since my last conquest of the galaxie I find myself curious about a few things currently that I have found people to have more than one opinion on. For clarification purposes I guess I am wondering if any patch have come out that give everyone a consensus on the "best way" to set these up:

1. Spaceports - I remember relatively three opinions on these, one person says put one on every planet you own, another person says put one spaceport on your best planet in each system you own, and yet another person says to only put a spaceport in a system around other owned systems to essentialy act as a hub for the nearby systems. Has there been an accord reached about any one way better than another in Legends?

2. Taxes - Automatic or manual? Those of you that use manual, what do you set your rates to? I tend to play human republic if that makes a difference.

3. Troops - I used to disband all my troops in the beginning until my economy was better as I found troop maintenance costs to be astronomical when starting out. Has the cost been reduced or am I still good with disbanding them all until they are actually needed?

You can use my troop editor to change the cost of troop maintenance globably if you find it too high. I actually use it to INCREASE the cost of troops because I felt they were super cheap.

I build them on every planet and not at moons

Personally, I redesign small spaceports to be even smaller, and build those at all my new, undeveloped colonies.

1.  I put a spaceport on every colony.  Most are minimal.  I have a couple of large ones (e.g. homeworld) for pumping out ships.  Spaceports at colonies which see lots of freighters docking get upgraded to cope with trade demand.  Occasionally I will build a heavily armed spaceport in an important conflict area but usually just rely on fleets as needed instead.

2.  Taxes I do manual although this tends to make game easy.  Generally I keep all on zero taxes until maxed population and then as much tax as possible while still getting 100% compliance.  Homeworld is exception, it gets taxed down to 100% compliance, or more early on if I need the money.  Occasionally if I need the cash I will minimally tax my other larger worlds before they max out their population.  Biggest problem with automatic taxes is that it inhibits your population growth substantially, often for only pitiful amounts of income.

3.  I suspect with troops it depends on how agressively you play.  I tend to disband some in the beginning, leaving enough for an invasion force for independent worlds; I'll go for one transport's worth of troops, 4-6 usually but it depends on the ship I design.  This allows me to build more explorers but the trade off is that when I want to invade later on I can't build them fast enough... The primary reason is for the happiness bonuses from the medical lab and recreation facility. The increased profit and speed of docking is secondary. Defense? That's what fleets and troops are for. [;)] (Although it's not nice to see your starbases blown up...)
