Does transfering pilots from restricted air units to reserve pools use PPs? or pulling replacement pilots to the training units?

No, neither transferring pilots nor pulling replacement pilots cost PPs.

Check and make sure you don't have any over due air group withdrawals...that can eat up a lot of PPs. You will know if the group is overdue, its name will be in red.

Or overdue withdrawal of land units or ship units... all three play into eating your PPs.

There is never an overdue LCU scheduled for withdrawal. LCUs just go "poof" when their withdrawal date arrives. No player action is required. Thus there will never be the loss of any PPs from LCUs scheduled for withdrawal.

PPs are only lost from aircraft units and ships which are not withdrawn by the due date.

if a ship that's due for withdrawal has an air-component (cruiser/BB float-planes or carrier air-groups), you can xfer the planes to a land base before withdrawing the ship.

in my experience, i've not suffered any PP penalties after withdrawing a plane-less ship. IMO this is important in the CBI theatre - many Brit BBs/CAs need a float-plane component (use the 're-size to fit ship' option as req'd), while the fighters & TBs saved from withdrawn Brit CVs are well-trained & essential to defending Ceylon & Burma.

similarly, if you're req'd to withdraw an air sqn, strip out its pilots to the reserve pool before tagging the withdraw button.
