Can you use the game editor to change the pirate appearances?

If I start a game with "Many" pirates, is there any way to change that once the game has started? I looked in the editor, but don't see any way to change it. I've been trying some of the Quick Start games, and many of them seem to have Many/Nearby Proximity. I hate these settings, because it means new pirate spawn in neutral systems WAY too often.
