I know I need a construction ship, but there's never any option to build a monitoring station with it. Do i need a specific tech to do it?

You need a design, and that will probably not make sense (or be made by the AI) until you have long range scanner researched. That tech is in the sensory parts of the high-tech (?) research panel.

To build, it should work to select a constructor and right click, and also probably by one of the shortcut buttons if you select a planet or similar.

Another question: is there a place to find a list of all my construction ships so I can see what they're doing?

There are at least a couple of ways to figure that out.

To get details about its going (like its travel vector), you need to find it on the map and select it. Around the selection panel down left you have buttons on the side to cycle various units. One of these buttons are to cycle construction ships.

Also, you can open the ship list by a button on the top. Construction ships (and all other kinds of ships bases), are a selectable filter in this lift (top right). If you click a ship in this list you see its general area, and see its selection info which hints at the mission (build gas mine...).

Thats where I'm having the problem. When I click the Ships and Bases button and click on the filters, construction ships isnt one of the options. It shows construction yards, but not ships. Or am I still looking in the wrong place?

Faulty memory on my part.

If you look at the construction yards, and sort it by Role, you find the ships under "Build, Construction Ships".

Also, there is a shortcut to that part from the crane symbol next to the button for the ship list.

Or you can click on the 'hammer' icon on the list on the left to bring up a scrollable list of all your constuctors.  Clicking any ship in that list will bring up its details in the selection wiindow on the lower left.
