How do I stop the AI from literally throwing my Admirals (and others characters) around. I searched but didnīt find any on/off swith for this schizophrenic behavior.

Go into your empire settings and change the character assign from auto to manual.

Aha I see. It was NOT "empire police" but game "options" [8|]

The settings are not perfect. The empire settings was added in ROTS, and the result is detailed settings there, while some others are in options...
