I think they would have raised the CV's if for no other reason than to clear the harbor berths.

There should be possibility left from WITP, to return Cruisers, and Carriers. I have not checked if it works, but there is specific switch for this in every Scenario. Just fire up the editor, check he field, and save under different number.
