So far I see nothing wrong in saves and numbers provided. Swap out is a slow paced process and it is designed to in such a way minimize the effect of immediate availability provided by automatic production. Historically old equipment was used long after the new one was available and there were many reasons for that.

I'll take a look if it would be possible to "fasten" it a bit, but it is very complex function which makes adjusting it in WITE quite problematic.

Great! Most of the problem seems to lie in the units with no TOE updates (like AA Bns), which require old, unproduced equipment. This could be either fixed by introducting "virtual" TOE upgrades where the number and function of elements does not change, only the default model used changes OR it could be done by the engine automatically, at least over the upgrade path of a given weapon, and even better if taking into account other models from the same class.

So a new AA Bn built in May'42 would not start at 0x76mm guns but already at 0x85mm guns. That would create proper requests and responses to and from the pool.

Having units on permanent refit (like SUs) on <50% TOE while the items they should swap to are ALREADY produced and waiting in the pool is frustrating. With planes one can spend APs and be done with it, with land units there is no such chance.

I'd absolutely consider adding a test that when "average TOE coverage" for obsolete (no production) equipment like calculated above is below 99-100%, units starts to switch equipments, starting with those with lowest TOE%. That would keep units on old equipment, provided it's still able to fill them 99-100%, yet would not keep units so much understrength.

Btw, I found that many units sit on refit on the front line. These will never get upgrades or swap outs. The same is true for the SU attached to HQs located near front line. Ex. once I moved T-28 brigades out of the front line and set them on refit, all of them upgraded to t-34.

Units are constantly rotated out of the front line so they do have a chance to refit, mostly. For HQ near the front line, don't know what is considered "near". The 141st AA Bn was in an army that was for 20+ turns sitting some 6-8 hexes from the front line.

Just to confirm that there will be fixes for the unit ground element upgrades and swap outs. It should fasten them, especially for the support units.

Great. It seems onmap units on refit were doing swaps when 1 hex from the front, while SU in armies 2-3 from the frontline didn't.

Finally, the game started building 85mm guns, replacing the obsolete 76mm in about 20 units on the first turn with new patch. This in turn freed some 76mm to be used in the rest of units that still have them, so the replacement rate slowed - but at least the game started to build those new guns and gradually they should replace the old ones.

On the first turn with the new update you usually see a lot of equipment upgrades happen so that's working fine.
